[South Korea] Guidelines for the Protection and Utilisation of Personal Video Information for Mobile Video Recording Devices

On 14 October 2024, the Personal Information Protection Commission (PIPC) issued Guidelines for the Protection and Utilisation of Personal Video Information for Mobile Video Recording Devices.
As background, the Personal Information Protection Act (PIPA) was amended last year to include a new Article 25-2 that among other things provides that anyone operating mobile video surveillance systems for work purposes must not capture images of individuals or objects related to those individuals in public cases, except where e.g., the indication of filming [or put another way, notification?]
is clearly given and the data subject did not object.
PIPC’s announcement says that the Guidelines aim to alleviate concerns over privacy violations from new technologies, and to provide guidance on the use of video footage captured by mobile video recording devices such as autonomous vehicles (AVs) and delivery robots, for purposes such as developing autonomous driving AI.
What this applies to
Mobile video recording devices that capture “personal video information” (“PVI”), such as cameras on autonomous vehicles or delivery robots.
